Terrifying 9/11?

So, I've been researching bootlegs... to come across an article about a Metal Slug hack called "Terrifying 9/11". I thought to myself, "Why would ANYONE make a bootleg game based on a tragic event that happened to real people?" I knew I had to see why, so I looked for a download, but I couldn't find it. I tried looking in all the rom websites I use to play other bootlegs. I couldn't find it. So I researched some more and found out "it hasn't been dumped yet", which must've been why I never found a rom of it.
I still have questions about it though.
1. Why would anyone make a game off of a real event that was sad?
2. Why hasn't it been dumped yet anyway?
3. Why does it remind me of a NES bootleg I played called "Iraq War 2003". (I read that it was a hack of Silkworm.)

Iraq war 2003 was made by waixing. Terrifying 9/11 was made simply because metal slug 2 by sintax needed a translation back to english. So in other words it is for translation purposes not for hacking purposes. Similiarly while there is a similiar hack for metal slug 2001. There is a unrelated hack that swaps the cutscenes and sprites with graphics from metal slug 3 by sintax instead.

1) Iraq War 2003 has no connections with Waixing. If anything, Waixing never made English translations of their own games.
2) Terrifying 9/11 also had a Taiwanese release as well so it most likely already started off as a 9/11 themed game to begin with.

Also, to answer #1 of HummerBootlegFan1992's question, probably because it was an infamous event and I guess people wanted to shoot up Osama Bin Laden. I know EX-Hummer Team's WAR might be related to 9/11 as well since Osama appears twice as a boss. I will be honest, it is kind of disturbing to see those FMVs in Terrifying 9/11.

No it cannot be found on taobao, at least not the original (Taiwanese) release.  That version is quite rare, I only saw one (Chinese language) version of it for sale ever, though later I saw the sucky mainlander bootleg releases for sale, on ebay.

Why make a game based off of a tragic event?  Look at all the WW2 based games.  My grandfather was in the war, and so were a lot of others.  Tragic event, surely.  Lots died, not pleasant.  While I agree that not enough time has passed to be making games on this, back in 2007 when I was in Germany, I remember seeing a Where is Waldo type book, only it was called "Where in the World is Osama" or something like that.  So just remember, just because it hits home for us USA people, it doesn't do so as much for the guys abroad.

Things are usually only found unpleasant by those on the receiving end of the unplesantness. The concepts of heroes or villains based on real events is entirely subjective.

(EDIT like one minute later: Also I forgot to ask you why does it say Niutoude on the beginning of the video? It reminds me of something I saw one time...

(I didn't know Li Cheng existed back when I made that post, but likely all the dumped roms with Niutoude logos came from their carts too, or at least later reprints from companies that copied theirs)

Taizou i know there are li cheng versions of the chinese translations. But are there hacks somehow to get them working. So we can get them dumped properly along with the shi mian mai fu series on handheld underground.

You know,
When I noticed the intro song is a SUPER-DEPRESSING version of the Israeli Peace Song, that's what terrified me in a Chinese game
And yeah, the 9/11 incident was also terrifying of course
