but is this real or just a bunch of rom hacks made by normal people
or a pirated company? This games looks like they came from russia

This is "Russian" games for SEGA. Pirate cartridges for the Mega Drive is still being produced in China and sold in Russia. Pirates are trying to attract the buyers so there are a lot of games with famous titles, hacks, ports from other consoles, etc. One Russian dude made a review of a large number of such games. Basically they just rehash an old game but attempt to make it look more modern and up to date. I've seen games for the Mega Drive like Gran Turismo 5, Lego Batman, LOTR, Angry Birds etc etc.
They are usually just old games slightly altered and packaged to attract attention.
