Its basically a clone of Super Mario Bros. DX but with different physics, and Donkey Kong as the main character. There's also a Digimon-themed version as well.
There is a working version now, but before that there was a broken version floating around on the web.

No, that's a different game. The broken dump is supposedly another Makon game.

The good ol' bad dump ROM you first linked is the Makon Soft version. (which I'm SURE they made before Makon.) Basically a bad attempt at porting Donkey Kong Country.

because its not a port of that game - its more or less based on the 3rd one i think.

its not a hack - it was programmed from scratch, but it is very very closely based on SMB Deluxe.

Woah. Music still has Mario relation - the title screen music is a very slow rendition of the Daisy theme from Super Mario Land :P

actually the music is stolen from Pokemon Pinball :D There is definitely a resemblance though.
