Does the game Taiwan Coolfox on Steam (https://store.steampowered.com/app/3615920/Taiwan_Coolfox/) count as a bootleg? I’m asking because the main character looks a lot like Tails from Sonic.

I think anyone would consider that a bootleg for those reasons. However the wiki specifically doesn't currently allow PC games because, quote, "Due to their platforms, there's no need for an official license to distribute games.
