Strange Striped Carts

I've seen some strange looking striped carts on Taobao lately, and was wondering if anyone here knows anything about them. They have diagonal cuts along the tops of the carts, sort of like those old Zook Z carts that say "New GB Color" at the top of the cart. I've seen some of these carts that appear to have Li Cheng stickers, but some of them have other stickers that do not look like Li Cheng's work
