The start sound in Pokémon II/Harry Potter

This has been bothering me for some time and for some reason now. What even IS that noise even supposed to be when you press Start in Pokémon II and Harry Potter and where is it stolen from?

It sounds to me like chipmunks singing "Ba-DOW!"

It's the intro speech in Puzzle Bobble, it's supposed to say "Ready? Go!". Hope that helps.
