SF3 and SF4 Backgrounds..

I want to point out some similarities between these two backgrounds, from SF3 and SF4:

-They both have a moon/sun behind clouds in the top left corner.
-They both have stereotypical asian buildings to the right
-The floor looks like it's almost the same (obviously not copy pasted, but based off of the same original image)
-They both have a fence with multiple Lions in front of the buildings

So this stage/setting must exist in another video game somewhere, that they both looked at and tried to imitate. but WHAT game is it from? Does anybody know?

SF4 one is based of Ryu stage from Street Fighter 2. Considering that stage in SF3 is original, then they could have used some stuff from differents stage.
