Most of those PC backport games are actually sold, but not as stand-alone ROM... For example, if you buy a copy of 'AIR Pocket ADVANCE', what you get is a converter soft that 'converts' the original PC game 'AIR' into a GBA ROM. I guess this is an effort to prevent getting sued by the original authors. Those converters are unofficial "doujin" softwares.

ROMs floating around the net are the end-result of using the converter leaked by someone, and in some cases you cannot complete the game with those ROMs since the converted game will ask you for authentication key to proceed. You have to use the converter with the original copy of the PC game again to get the authentication key.
