This game was sold as CD-ROM.

Is this a thing made in China or Taiwan?

It says that game have iNES rom -  StarNight.nes
So everything you have to do - take some license famicom cart that use same mapper as iNES rom. Remove original memory chips from circuit board. Buy new memory chips and device that can write them.  Split iNES rom into CHR and PRG parts (if it necessary). Flash those parts into memory chips. Put mememory chips into original circuit board. Here you go! Anyone can do it. So this cart can be made by anyone. Bad english

I read more about this game. It was sold as famicom carts too, not only on CD. So i think this can be one of the carts made by original game developers.

The official site doesn't seem to selling the game in cartridge form... and asking Google for キラキラスターナイト カートリッジ (Kira Kira Star Night Cartridge) tells you that some Japanese people made their own homebrew cartridge after the game came out.

Looking at the release party pictures on the site, I see that at least one official cart is made to show the game running on real Famicom, but the cart used in the picture looks different from the cart on the auction. It uses black cart shell rather than green one shown above.

So I guess the green cart above is a fan-made one, made in Japan rather than Taiwan/China. The cart label looks quite well-made and actually credits the original author RIKI, and I doubt that a random pirate outfit from Taiwan/China would do such a thing.
