In Arabic and some African countries, bootleg/hacked games are very common. A lot of these games are sold at local markets, but there a handful of Arabic websites that exist that are selling these games online. These websites are filled with goofy, and often hilarious bootlegs, mainly involving Grand Theft Auto.

There was another website called "land-game.com," but it permanently went down a few days after I found it.

Another defunct website is "syrian-ps2.com," however if you search it on google images a lot of their covers still show up.
