Game Boy / how are such multicarts created on GBA?

Looking through the GBA clone bootleg review, I found these multicards with a menu very similar to the PocketNES menu, although there were games with Gameboy Advance. I'm wondering how such multicards are created and if it's possible to create the same one.

Hello! I was looking through the Sonic 4 page and found a very interesting +10-in-1 multicart for the SNES. I'm wondering if it has a dump?And what kind of emulator is Commandore 64 on SNES?

Hello everyone I found a pirated Peter Pan game on GBA. According to the screenshots provided on the back of the box, this is most likely an emulation of Fox's Peter Pan & the Pirates - The Revenge of Captain on PocketNES.  Most likely, it does not have a Russian translation.If someone has a cartridge with this game, please tell me if it actually contains an emulation of the NES game or something else.
