I posted an IPS patch for a Li Cheng release of Zook Z that is in English. To my knowledge that is the only Vast Fame that got an English release that was not made by those NGCA guys (and maybe Digimon Pocket). Super Fighter S sort of got one, but I have heard that there are no real differences between the Chinese and English versions of that game except for the sticker on the cartridge. If I remember right, guyzis mentioned that the Li Cheng release occasionally crashes, but the password system still works, so if a level is problematic, then you can just beat it on the Chinese version of the game, and then use a password to see the English text later. If I remember right, the only other game Li Cheng released in English was a version of Pokemon Perfect Silver 2002. That one is CBA046

The CBA046 game is translated into Chinese, not pure English.

I guess that is not so surprising. I was basing my assumption that it was in English off of screenshots from this  (https://world.taobao.com/item/563443710012.htm)taobao listing
