Check the Handheld Underground dumps website. It's somewhere on there.

Makon Soft games do not run properly on emulators (either due to their shabby programming, or some kind of copy protection). Li Cheng sometimes patches up other companies' bootlegs and slightly alters them to resell. Unfortunately Li Cheng only translates Chinese ROMs as that is their country of origin. I think Pokemon Adventure is the only Makon Soft game that has a ROM available that actually is just a fixed version of the original version and not just a Li Cheng hack, but I am pretty sure that the people who dumped that ROM did not dump Mewtwo.

(The one on hhug.me is from the Li Cheng Extravaganza part 4, by Taizou).

The Engrish release isn't dumped yet. Before taizou started dumping, those GBC unlicensed games available at the time were dumped by Chinese people, I'm guessing SkyLeague did all that old work.

So you got it off of HHUG... not surprising. I don't believe you can find ROMs for this anywhere else, hence the fact that no one has the English version

Have you bought from Taobao before? It's not exactly an easy process if you live in the United States. I'm sure it would involve some hefty fees, a middleman, and of course language barriers and the like.
Same goes to Ruten and other Asian shopping websites that are chock full of cheap bootlegs. Unless you actually live there, it probably isn't going to happen.
