That's a counterfeit of the licensed release "Trouble Shooter".

Looks like whoever pirated it threw the "Twin Contra" name on themselves hoping to sell a few more. I've never heard it called that, but that's definitely just the same game. The box art and the screenshots are the exact same.

Weird that they'd advertise the U.S. version, seeing as the Japanese version is far more valuable (at least over here in the states). :huh:
