Title: Street Dance: Potential Unused Background?

Hello, my fellow enthusiasts. While ripping sprites from Street Dance (AKA "Jar Jar Binks DDR") upon my usual business, like most games, I had discovered some unused graphics. Most of it is relatively uninteresting, mostly comprising of different arrow sizes. However, there was one unused bank of graphics that stood out like an overused simile. It is present in the CHR data in both the 2000 standalone release (hex address 04E010) and the 2008 Hit Mouse version (hex address 00E008). From what I can tell, it looks like a collection of television sets displaying what seems like a variety of news reports. 2 appear to be digitized images, while the other one is likely hand-drawn. Given how weird some of the other backgrounds in this game were (Like Uncle Sam with an eyepatch and the "How to Play" screens that show up in gameplay despite obviously being meant for a tutorial section), I speculate this could have been another one planned for the game, but was left on the cutting room floor. I have provided images of both the raw CHR data and my (admittedly rather poor) attempt at arranging the tiles. Does anyone have any idea on what this could all be?
