The developer is known as "BMB", But I have a theory related to his identity, his actual pseudonym (as they credited themselves secretly on a hidden sublevel in level 9 in Mario 3) is CARI TZAR.
If we look this name up, we get the following results:The incomplete homebrew game has similar physics to what you would find in a BMB game (might be a coincidence)

This sounds promising, even though there's no way to know for sure.
Also in the third link about the unfinished game it says CARI aka Tzar meaning it's not just his nickname but possibly his first name and his nick. However, since I don't speak russian myself and with the English translation on the website being quite janky plus Cari sounding like a pretty strange name, I'm not to sure on this.

He even screenshoted his Mario 3 folder on his Pateron. Judging by this and that his Battle City SMS port credits to TZAR I'm 99.9999% convinced that it's him, given the TZAR name isn't brought up much often than his BMB alias in discussions about his games.

Gotta correct myself here: it seems Cari is just the romazination of Цари, which is itself the plural of Царь which romanizes to Tzar.
Idk what I was thinking about it being his actual name or whatever...

I downloaded the rom from his website and tried to play it on my 3DS but it wouldn't let me proceed past the initial screen. The game didn't crash I don't think, it just didn't recognize any button presses.
Here's the rom if anyone wants to try to get this game running to find out if there's more to this than just a single screen.

First off, the game "Красный Краб" is a ROM hack of Super Mario Bros originally developped in December of 2005 which was later released in the first issue of the magazine TOF in 2006. By the developers its considered a milestone ROM hack in the scene since it's one of the first hacks to fully change everyting about a game, not just a few sprites.
The developers are Cari and TiberiyLTim.
Now about Cari. They're actually not one person but two brothers who shared a username at the time. They're also not even Russian but Ukranian. The name of one of the brothers behind Cari is "Голубев" (Golubev), born in the Soviet Union and in 2005 living in Украина г. Днепропетровск (Ukraine, Dnepropetrovsk)

In their translations of NES games, they call themselves "Голубевы", which is plural. And if they are brothers, then they both have the surname Golubev.
