The Game was developed and published by Hitek Taiwan and was available at Lan Kwei & Lik Sang!

The game got a chinese re-release named 特種部隊 2 基地 (Special Forces 2 Base).
THE GAME IS IN ENGLISH. NO BOX, NO MANUALS

Yes, this game is amazing, graphically the best I've seen for Gameboy Color
