Hmm...Yes, that seems VERY likely.
I've played through Mewtwo Strikes Back and while it's similar to the MD game, it's certainly not the same people. The Megadrive version is much better programmed and the game engine in Mewtwo Strikes Back is just typical Makon nonsense. It's nothing for a pirate company, even Makon, to mimic stuff from other games, especially a generic unlicensed platformer that wasn't amazing tech-wise to begin with; after all, they managed to get some things accurate when they did Super Mario 3 Special, such as the shells and coin blocks. And I'm pretty sure the team behind Pocket Monsters and whatnot made all their games work properly and be beatable on real hardware unlike Makon. Their games show effort to some degree, Makon doesn't.
