They mean mirroring and not like real scrolling. You can read more about it here http://wiki.nesdev.com/w/index.php/Mirroring
You can use Nestopia or some other emulators to edit rom headers to change mirroring. Actually original SMB rom have Vertical Mirroing. By changing it to Horizontal I get exactly the same glitches as in Fancy Mario
So chinese pirates do something like this with mirroring, get this effect and here it is! Absolutely "new version" of SMB for multicarts and it doesn't take much ROM space ;D And so this is exactly how this hack looks on real multicarts and real hardware consoles.

want to see all chinese dump masterlist.[/quote]This nongoodnes must include all Chinese dumps that was publicly available at 2015.05.24 and don't include dumps avaible in Goodness 3.23b. Also there is A LOT OF cool chinese dumps that not avaible for public. It's imposible to download them. Even if you register at nesbbs.com (as i understand now you have to pay for registration). You can't dowload anything cool. Chinese dumpers usually don't post dumps for public at all.
They only post screenshots, videos or lists of the dumps for teasing you. I hate this SO MUCH

No sarcasm at all. Just Bad English. I'm trying aware that dumping NES cart no easy task. It's not like you buy dumper, put cart into dumper, connect dumper to pc and end up getting xxxx.nes file that will work on every emulator.

I'm certainly not an expert in this matter, but still. This cartridge is pretty complicated. I think it will be hard to dump it and make it work properly on emulator. Maybe "dumper device" even would dump this cart that easy. I read that "dumper device" how to send proper signals to the mapper to switch memory banks correctly. So maybe you how to guess at your own how to make mapper switch memory banks properly to dump this cart. Maybe after all you how to write your own iNES mapper to make it work on emulator. I'm definitely recommend to send this cart to the specialist

It says that game have iNES rom -  StarNight.nes
So everything you have to do - take some license famicom cart that use same mapper as iNES rom. Remove original memory chips from circuit board. Buy new memory chips and device that can write them.  Split iNES rom into CHR and PRG parts (if it necessary). Flash those parts into memory chips. Put mememory chips into original circuit board. Here you go! Anyone can do it. So this cart can be made by anyone. Bad english

I read more about this game. It was sold as famicom carts too, not only on CD. So i think this can be one of the carts made by original game developers.

Nestopia Plus is absolutely incredible emulator for pirated games, but it is very difficult to download it. Someone uploaded one of the latest revision on the public file hosting. Don't lose your chance to download it xD
