If the "where to find" entry exists, I think just for the sake of politeness/legality ROM links shouldn't be mentioned.
Maybe post links to a few reputable selling forums? Stating the obvious (look on ebay, look at garage sales) is rather pointless. To find old used games I should look at places that sell old used games? Groundbreaking.
Well, linking to Maxzhou's blog or Cah4e3's site wouldn't be bad, right? And for where to buy them, I was thinking of adding Taobao and Ruten to the list along with ordering sites for them (such as Taobaonow and Taiwan Shopoholic). It's not like many of these bootlegs pop up a lot on Ebay (well, the more interesting stuff like V.Fame originals and Sintax stuff).

Stuff in the Goodsets is common enough that we don't have to mention it anyway, but for hard-to-find/recently dumped games it might be a better idea to just link to the blog post/forum post/wherever from the individual game page.
Maybe after listing places to buy actual carts; have something along the lines of "If you can't find what you're looking for at the above links, try this Wiki's forum" then have a link to here. Vague enough to avoid any legalities, yet broad enough for someone looking for either a physical or digital copy.
