It isn't. However, if you want to buy stuff from there (it's located in China btw) you'll need an agent, which will do the delivery work for you.

Why would you think it's a scam?  There's some sellers that list items that are actually out of stock, but if you try to order it you shouldn't get charged for the item (the money will either be credited or put towards the shipping for your other items, depending on the agent.)  Otherwise I've bought tons of stuff from Taobao in the past and I've never had any real problems with it.

Oh, and if you're looking for stuff on there, you'll need to know the Chinese name of the item you're looking for.  The Bootleggames Wiki has some of the Chinese names listed in the game's wiki page that'll make searching for stuff much easier.

Edit: I was writing this as the Taobaofocus thing was being brought up; I was referring to Taobao in general.  I've never heard of Taobaofocus myself honestly.
